First experts’ meeting preparing the Third Ministerial Conference took place in Rabat (Morocco), July 27-29, 2010, on the topic of vulnerable migrant groups.

The objective of this meeting of experts was to contribute with some recommendations to the preparation for the Ministerial Conference on Migration and Development, which will take place late in 2011, in accordance with the thematic priorities defined by the “Comité de Pilotage” in its meeting held in January 2010 in Madrid.

Under the auspices of the Governments of Morocco and Spain and during three days, national representatives of the African and European countries participating in the Rabat Process, as well as international and regional organizations, presented their findings on the situation of vulnerable people migrating along the West-African migratory route, good practices concerning existing policies and projects, and the most effective protection strategies.

The meeting was divided into three parts:

  1. The first part introduced the broader context of the fight against trafficking in human beings, with presentations on national and international legislative frameworks and good practices from both the European and African experiences.
  2. The second focused on unaccompanied minors’ (UAM) as a vulnerable migrant group, presenting its specificities and the need for a special protection program.
  3. The third part focused on women, highlighting both their situation as potentially vulnerable and the active role they could play within the migratory process.
