As part of the Rabat Process, a meeting of experts on Migration and Development was held in Dakar in July 2008 to develop a set of recommendations and operational tools in preparation for the Second Euro-African Ministerial Conference on Migration and Development, which took place in Paris. Inspired by these recommendations, the MeDAO project seeks to give concrete expression to related political commitments.

n the spirit of the Rabat Process, it is clear that the State must play a central role in the proper management of migration. This management must involve all levels of State activity (national, regional and municipal). For that reason, Spain has undertaken a large number of initiatives in its various municipalities and regional entities in response to the Dakar Strategy's three pillars.
