Second experts’ meeting, preparing the Third Ministerial Conference, took place in Rabat (Morocco), Mars 31st - April 1st, 2011, on the topic of social rights of migrants and their portability under a transnational framework

This meeting provided the opportunity for joint dialogue and reflection, and thus constitutes a good occasion to examine and analyze matters relating to migratory problems in order to trace the future of regional cooperation.

The overall objective of this meeting of experts on social rights of migrants was to identify best practices in the area of social rights of migrants and in particular the portability of social rights.

The meeting was based on four axes:

  • Presentation of the context setter in Africa and Europe.
  • Presentation ofconcepts regarding social rights, social protection and social security and its portability across international borders under a migration and mobility context.
  • Identification of elementsrequired to foster a transnational system of social security rights (including a general assessment of the existing ones) and its potential contribution to the development of countries of origin.
  • Presentation ofcase studies and practices concerning portability mechanisms of social security benefits at a bilateral, regional and multilateral level.
