During the Second Ministerial Conference on Migration and Development held in Paris in November 2008, participants approved a three year cooperation program thanks to the preliminary work done during the previous thematic meetings of experts organized in the framework of the project “Mise en place du Plan d’Action de la Conférence de Rabat” funded by the European Union and the Spanish Agency of International Cooperation and Development in:
1) March 2008 (Rabat, Morocco). “Meeting of Experts on Legal Migration”.
2) May 2008 (Ouagadougou, Burkina Faso). “Meeting of Experts on Irregular Migration”.
3) July 2008 (Dakar, Senegal). “Meeting of Experts on Migration and Development”.
The documents and proposals agreed upon in the three experts meetings organised by the project constituted the point of departure for the debates of the Second Ministerial Euro-African Conference on Migration and Development (Paris, 25 November 2008).
The project has developed an important component of institutional strengthening through the organization of workshops of training to the exchange of good practices and lessons learned, aimed at identifying the management models and the most suitable public policies in order to maximize the benefits of migration.

These activities oriented around training were complemented by carrying out (during the year 2009) study visits for small groups of countries interested in the subjects discussed during the seminars who gained more knowledge of the models discussed, according to a practical approach
